While working on that project, asked and received prompt, succinct and effective technical support. An excellent end-to-end solution for Fortran on Windows, based on gfortran. The optional package manager is particularly handy, saving the user a lot of trouble with having to build external libraries. The developer responds quickly to suggestions on the forum. It isn't free, which is a 'con', but it's inexpensive and certainly adds value to the underlying free tools, so I think it's easily worth the modest cost. Uses gfortran with mingw, so anything you do in fortran using Linux, osx, or Cygwin should work. It's nice to have a simple to use IDE that automatically compiles all the necessary modules and objects. This is by far the best and simplest to use fortran IDE I have found for windows.
If you are designing HPC software on a windows machine this is a good place to start. I can't find much, but I have only been using the program for about a day so far.
I'll add an update if I find anything worth mentioning. Very easy to use. The 'Project' feature is cool - keeps all files relevant to a project in one place and make them available for view and edit. The editor is user friendly - color codes for different statement types makes it easy to write code.

I generate data files using SF, which I then plot using Gnuplot, separately. Wish there was an integrated Gnuplot menu within the same interface especially since I write and maintain a Gnuplot script file as part of a Project; now if only I could click on the script and Gnuplot would automatically open up and plot it.

It produces the fastest code of any Fortran compiler in many circumstances and supports all versions of Fortran including much of the standard. There's also Lahey Fortran. They support and bit Windows and Linux. It costs money, but sometimes it's cheaper to buy a commercial product that has support than to spend 3 weeks to try to figure out some bug in the deep dark depths of an open source compiler.
We've had more than a couple problems with g77 and gfortran, especially with optimization of low level memory operations, which are torture to debug. Not that I don't support open source, but for some things, commercial products are a more cost effective solution.

Because there is no support for intellisense, refactoring, etc. Well, as others already mentioned you could use instead of an IDE a separate text editor. Several come to mind. VIM or one of the family - great editing capabilities, very customizable.
Unfortunatelly, it is still an editor not an IDE. It can be customized in a variety of ways of course, but that gets boring after a while. Also, it's syntax highlighting capabilities are somewhat wrongly made. In general, editors like the above mentioned can be used, but in that case it is best to choose one from the start and stick to it; modifying your work habits as you go; since customizing everything can be time consuming to suit your needs. Most editors have problems with fortran's syntax, since they're used to C's where everything that "opens" has a "close".
